I wouldnt know for sure ..I suspect it is to facilitate supply of what NTU has for China 10 years from now and some.
Same reason Chinese interests have interest in raw supplies of everything around the world.
Man you should see what they have done in Africa
Botswana was an eyeopener.
They have 5,10 year plans, none of this vascilating 3/12 ly crap you see come from Canberra.
