I am not an insider of CY,so i can only speculate on the likely reason .
For a start, contrary to what some believe, NTU has a good management with good science background who served the company well.
It would take a long time to put a well functioning management together.And we all know the advantage of FIRST CAB.
Impression that i gather is ,Conglin Yue does not want to waste time to build his team.
He would not want to fix something that is not broken.
Conglin Yue is not a miner and not interested in the mining side of things but interested in selling the product ,whether that be raw or final product.
He would have contacts to sell the product .This in itself become an asset to NTU.
I suspect that Conglin Yue would have good business,financial
background and again he would be the right person to make the NTU board even stronger.
No doubt, he would have strong hand/control. But the rest of the shareholders would also benefit from his achievement.

He would still need to satisfy The FIRB regulators .He would still need to meet other Australian rules and regulation.
Present management are doing OK in this field.

Without capital one cannot progress.
I think CY would help to find the right contact to help with capital if required in future.
NTU and CY need each other to get to production asap.
(NTU is much different than ORM but i would not be surprised in future both will join forces under the NTU banner .My speculation )
I cannot be more honest than that .
