Using franking credits to offset tax is one thing but refunding them to non-taxpayers is economic madness.
The reality of this will come home to roost as it becomes more and more unaffordable so don't count on this practise lasting if the budget is ever to be balanced again. The election result gave a reprieve that all.

not totally true to regard them as non-taxpayers ie: there's GST, property tax, Excise/fuel tax...........
