Thermal coal price needs to be above $100 and even then the returns to investors are average - even more so for an underground huge CAPEX dependant mine. As profitmann stated, who is going to fund such a huge investment in the current climate if ever to be honest.
Coal is no longer King Coal and possibly will never be again. JMT.
