Labor has learned not to produce policies in Opposition but rather sit back and wait for the government to stuff up. Then they win by default as governments lose elections, oppositions don't win them. Also there is not much point in having policies because not many people actually believe they are genuine anymore. So as the last election proved, better to offer nothing and win.
