the fundamentals of UMC haven't changed.
The fundamentals of the financial/equity/currency/commodity markets on the other hand have been decimated.
UMC's number one goal is to ensure their current cash balance lasts the distance of this crisis while they negotiate and prove up the Railway deposit.
once thats in place, it will self fund the further development of other projects.

but these things take time...patience is the key.
