It's the brokers not the Exchange that collates market depth data from my understanding. The exchange merely provides all information in regards to orders placed, and the Brokers choose whether or not (and how) to display this. The Brokers promise a 'best execution' policy, but it remains to their advantage to limit the amount of market data available to participants to profit from poorly placed orders (which are arguably only placed poorly due to the lack of data the Brokers provide).
I have got in contact with many Brokers, all say they are 'implementing' the Chi-x data in the near future, and have been saying the same thing for two years now... disgusts me
