We were first told of an avice from the Minister of a Presidential Decree and now we are told of notification of a Presidential Decree. I don't wish to be pedantic but don't we need the Decree itself. If I'm not mistaken, the 12 months runs from the date of the Decree and no mention of a date of the Decree has yet been given.
