On the specific issue of alluvial gold mining leases (as opposed to land owner surface rights)being negotiated between the land owners and third parties the EL owner has first option under the Mining Act to approve of not approve any such tenements being granted.

The EL owner also has the option of taking up the tenement for alluvial mining in priority of any such application by a third party.

IDC has been through this issue with "Ace Mining" who (the latter), as sure as the sun will rise tomorrow, have done their $s (stupid idiots).

This is the clear and unequivocal answer to the third party "invaders" who might otherwise be stupid enough to think that anything goes in PNG, it does not.
