The ealier operators also would say that they were too busy.

What frustrated LO's and government was that all of them had signed alluvial JV with landowners but chose not to honour it.

IDC can allow the landowners to do it themselves, mining Act ensures that IDC retains project supervision / right of way/ control etc.

Try this for unique idea,
IDC allow holders to create an entity to work with the locals on the small scale operations, throw in some humanitarian programs, plumbing , clothes etc.

Of course this will never fly with IDC, it is far too progressive. But it i think a lot of people would get a kick out spending a few days playing in the mud. Build a few houses and bring home a few nuggets from their project.

Anyway just an idea to keep it light and breezy until nectar gets out of sin bin. Then he can take over :)
