Sput I agree with your sentiment and rational of moving to China, a medium term solution that would be good. We are however not talking about medium term plans but short term and immediate problems thus it is you and others that are missing the point. One we are not moving to China. Two we are looking for a partner to support SBL. Three there is neither money, time nor legal statutory freedom to move to China even if we wanted to. Four if you remember the Dec photo album you would realise they do not stockpile O4 but make it to a time line, that is why assembly is now to be contracted out. No one stockpiles it is a waste of money in storage and losses. There is no magic stockpile to tide us over.
