They didn't really have a choice won't the cap raise... they couldn't wait for when the price eventually goes up as they can't delay the launch of iTrack Advance

This is why they are waiting for shareholder approval for the second half, in the event that the price rises substantially in the next month shareholders will vote no and they won't raise at 18c for the remaining 50% of the cap raise. It is essentially an option to raise in the future, guaranteed to get the cash if the price doesn't go up, have the option to cancel the raise if the price goes up due to iTrack Advance being launched this month.
