there also huge costs involved in holding these licenses. There are many FIs (financial institutions) that use companies like cuscal to facilitate 'banking' type services such as internet banking, holding funds, etc. they can appear from the outside to be their own bank - think of it as whitelabelling.
I'm not that well informed on NOV from an offshore perspective, but getting a banking license here in Oz for a company 99% of people have never heard of needs a concrete and achievable roadmap to justify the costs.
