(FCS) protects money held by an account-holder with an ADI, whether in one or more protected accounts, up to a total value of $250,000.

hence why these would take 4 years plus 2 years to be approved . hence why its valuable. because the Government would be putting its neck on the line in the unlikely event that one of these financial institutions fails.
