in theory, but in practise they are not secured by cash and so the word 'stable' is a lie. if a stable coin is backed by 100% cash orgovernment bonds then yep, stable. but thats not the case.
also, why would you want to hold stable coins instead of cash in the bank? zero reason i can see besudes if youre trying to avoid tax or are in illegal activities. happy to have a debate or hear why youd hold 'stable' coins instead of cash.
