my read is that URA (thanks Kate) have done all the hard yards. Whether it be 10% - 50% that URA want I think it will now be acheiveable.
The hardest part of deals like this is not who owns what, or who funds what,it is being the incumbant and getting the deals....the rest is an awful lot easier..
IMHO it is almost IMPOSSIBLE to bite off more than you can chew once you are the lead on projects like this.... the hard work is almost done.
URA are now in the box seat....doesn't mean that everything is easy....it just means they are the "preferred supplier". That carrys an awful lot of weight IMO.
