You're quite right about 5c. They like to have MOUs - Memorandum of Understandings flying around, so why not an MOU with a bank about a financing loan. Then we will see some action. It would mean that a loan would be available when required, possibly dependent on certain conditions being met. That would be a positive step forward. When the banks are prepared to lend money for the project, that will be a great show of confidence. They will not be speculating their money.
