That is what the stock market is for, transferring money from some, to those who can use their experience and knowledge to invest in relatively prospective companies. This results in improved efficiency and productivity in the economy, which can then if government desires be used to help those who for whatever reason lose or don't have money. JPR is probably a great example of this aspect of the stock markets function.
