i agree this does not look like a raising at all...
at thought, i didn't mind the fast re-instatement and ann about a transaction, but if you think about it, if they are still in negotations, why be re-instated?
looks to me as what they were negotiating may have fallen through... am I reading this the wrong way fellow apaches..
