Devil, the other detail is to charge council rates on the unimproved value of the property... Incentive to actually build and not leave a vacant block. NSW used to do that when I lived there years ago, don't know if they still do. Here in silly Vic, the rates are on the capital improved value, so if someone buys but doesn't want to live in it or develop it they immediately demolish any buildings and save on the council rates.
