With regards to your first question, IMO, yes, it has been about more than simply listing.
Correct me if I'm wrong, but I presume a coy is bound by far greater requirements once they list when compared with merely trying to list.
DD fees, CR, etc...are all part of the process of listing. Nothing to really answer to.
