on point a) while I think the idea of small scale ucg is admirable, these projects will be very sensitive to local market conditions and many won't fly. An even bigger issue here will be sourcing the technical people competent to manage and run these ucg operations. So in short to medium term I see the small-scale ucg plant only as a small NPV project aimed at proving up the process for larger centralised power projects. As the NPV on the large projects can potentially be so much bigger but still developed and managed with similar numbers of technical people as a small project, it makes sense to go for the larger scale projects once confidence is built in the process IMO.
