Much as I hate to say it, I think they might have to revert to 2 refs and reduce the input from the bunker.
Contact (perhaps even intent!?) can be better judged on the field and game is a bit too quick for one ref to see everything (and of course our touchies have been rendered useless and impotent)
Between the 2 refs they can make an on field decision on appropriate penalty and anything missed by them can be picked up and punished if necessary by match review committee.
Need to stop the bunker intervening after the event (often well after!) unless there is a blatant off the ball fowl that the refs have littler chance of seeing.......................
