Go back to the 5 mtr rule which stops the momentum of players compared to the 10 mtr rule.
The games too fast for players to adjust with their tackling atm The attacking player has all of the advantage. One split second makes all the difference.
5 mtr rule equals more first up leg tackles equals better technique equals less needed for the tackle (2 in the tackle more times than 3) equals less head high tackles equals less penalties.
Either that or no contact and turn into NRL Oz Tag.!
