"In North Rhine-Westphalia until now were around 110 projects with a total volume of almost EUR 195 million, including EUR 118 million subsidies from the government, partly co-financed by the Objective 2 program (ERDF) of the European Union, approved. The projects were supported by the environmental, economic, transportation and Research Ministry of North Rhine-Westphalia."
This provides some indication of the buckets of investment being used here, given Germany's current growth situation.
There has been much criticism of the balance of Germany's job creation programs.
So Germany perhaps is aiming here for strong local consumption and local jobs growth, and CFCL's Bluegen would appear to fit in with their long term plans.

now thats a good question for AGM? "Overall, BlueGEN units take up a significant share of the units funded so far.")
