For mine, many people do not understand the commissioning process.

When a company is commissioning a plant it includes all testing of the equipment, electrical testing and fine tuning.

The lack of correspondence could be anything. Personally think it is the replacement of the pieces that were missing/replaced and subsequent load testing that may have had to be redone.

If there is no ann in regards to production and PO by end Jan, then I will get worried.
