It is not the SP you should look at Q. It is the market cap value. EVN will have nearly twice as many shares on issue than NST. That explains for you the half price of the shares that you talk about. Furthermore, one should do the market cap calculation for fully diluted amount of shares as well. That is how to work out true values.
I sold my EVN shares the other day because I thought they paid to much for La Mancha. The SP has risen since I sold.Anyway, paying over $400m just seemed overs to me. I heard NST was the under bidder, but at a price well below what EVN offered (rumour only). Maybe somebody in the know can confirm or deny that rumour.
