I would think, your 99% refers to ICU admissions. So lets use that number. Lets take your advice and unlock and and the cases spread to 100,000 and 1% of those requires ICU. Imagine the demand for medical professionals if it spreads even more than that modest 100,000 figure. I would have thought the medical professionals would advise the government to end lockdowns. Given the volume of medical professional we currently have those people would be getting quite nice increases in take home pay through increased overtime.
