The proposed increases to NSW coal loyalty rates and also that transport costs will no longer be an allowable deduction for the purposes of calculating coal loyalty

CEY is the major beneficiary of the proposed increases as it is able to pass on to domestic power generators. The other NSW coal producers that export, will cop decrease in earnings of ~3-5%
