ICAC's narrative was only permitted to be prosecuted for their own positive case.  They also dictated who was allowed to give evidence.  Hard to lose your own argument

Please be sure to read the following if you have any doubts about the actual factual background.  It is quite an incredible story really and should certainly mean justice eventually prevails given how utterly perverse the NSW Government is currently being via sticking their collective heads in the sand about their own negligence.
