It is not possible to address genuine problems without a united and national consensus to change policies, not tweaking outcomes.
If a company has wasteful divisions draining funds from the rest of the firm, the board needs to make a decision taking into account the whole company, rather than leave the issue to a bigger division to perpetually tweaking the loss making outcomes with no end in sight.
