    The ideal would be for 1 on 1: 1 policeperson per civilian.
    Then you would need an equal number of internal affairs officers and "ethical standards branch" officers to keep the cops honest.
    So it would be 2:1, 2 cops per person...............
    And theoretically (only), there would be no crime.
    The civilian population would be eventually decimated by injuries received from tripping over snooping, sniffing cops, and soon the state would be completely crime-free - occupied only by cops.
    Sheeesh!
    What hapened to the old days when a handful of cops (without their hands tied) could keep peace in a whole electorate?
