The plan in your post will always rely intermittently on powegen from intra and interstate .... that means you will be tied to the worst possible powergen ... coal.
If you add in small scale, cleaner, greener peaking gas powergen the northern river can go off grid.
Dont sponge off the grid ... be truly innovative and regionally self sufficient.
