there are many more in hospital than in September.... because omicron seems to be less harmful, less likely to cause severe illness, there are less people in ICU than there was when delta was dominant.
I think this is the main reason McGowan is holding out - he doesn't want to increase the medical costs and address the shortfall in hospital services.
