I feel extremely pessimistic that the EIS will ever get through now because the EPA will dig in, no pun intended, to punish TNG for daring to challenge them - you have to consider the psychology of decision making when the ego of players gets to be a factor.

I strongly suggest TNG starts talking to the SA government and industrial towns like Port Pirie and Whyalla about the refinery, while at the same time trying get things sorted in the NT. If you go back to the way INPEX approached negotiations as to where they would bring their gas ashore, they originally wanted a site north of Broome in WA, but changed tack when they received a more favourable response from the then NT government. TNG should not fixate on a Darwin refinery, they should investigate alternatives.
