It's just an old map that pre-dates the NGP.

The apparently duplicated section is something I've seen before, going back years. It's actually a proposed pipeline that runs all the way from Mereenie to Darwin. The rest of the route exactly follows the existing Amadeus-Darwin pipeline which is why only that small section of dashed line shows.

I have no idea who proposed it or when. I assume it's a proposed oil pipeline for carrying Mereenie crude to Darwin, but it seems to be years old and I assume the proposal is long dead and just hasn't been removed from the GIS pipeline data set.

I have the most recent version of that data set and it shows both NGP and the proposed southern Alice-Moomba route.
