New Investment Attraction Strategy
The Territory Government has committed a further $12 million to a new exploration initiative for the next 4 years titled Bringing Forward Discovery.
The new initiative builds on the achievements of Building the Territory’s Resource Base and is designed to assist explorers make the next major mineral and petroleum discoveries in the Territory. To find out more log onto our website.
Next NT Visit to China – how you can get involved
The Minister for Mines & Energy will be travelling with a delegation to Beijing to promote Northern Territory exploration and mining opportunities.
The visit will take place November 12-16, 2007 and will include attendance to the
China Mining Congress 2007.
To promote exploration and mining projects in the NT we are putting together information to hand out to potential Chinese investors. We would like to encourage companies who are interested in Chinese business opportunities to send us information on your projects. Please fill out the project information sheet and send us your information. Any interest we receive in Beijing will be sent directly back to you for your consideration.

NT Government’s China Investment Attraction Strategy
A 6-year China Investment Attraction Strategy has been developed to competitively position the Northern Territory as a preferred location for Chinese exploration and mining investment.
The strategy aims to:
Raise the profile of the Northern Territory ’s mineral and investment opportunities in the China Market
Assist local industry to identify and develop Chinese business links
Advance NT exploration and mining projects through Chinese investment
Chinese activity in the Northern Territory
In November 2006, the Minister for Mines & Energy, Mr Chris Natt travelled to Beijing to promote the Northern
Territory ’s mineral and investment opportunities. Since the Minister’s visit the China Minerals Investment Attraction Strategy has been rolled out and has resulted in a sharp increase Chinese activity in the Northern Territory:
Over 10 Chinese enterprises have visited Darwin (some have had multiple visits)
Over 60 Chinese investment enquiries have been made
Strategic partnerships have been formed with the China Chamber of Commerce Metals & Minerals and China Mining Association
7 Chinese exploration licence applications have been received
Chinese partnerships assisting NT business
The Chinese Chamber of Commerce Metals and Minerals (CCCMC) is a representative body for over 4000 Chinese enterprises which include major Chinese mining organisations Sinosteel, CITIC and China Minmetals. A key role of the CCCMC is to assist Chinese enterprises to identify overseas investment opportunities.
In November 2006, the Minister for Mines & Energy, Mr Chris Natt met with the CCCMC President Mr Chen Haoran. Following this visit the President Chen made his way to Darwin in February 2007 with member companies China Minmetals and Sinosteel. During this visit it was agreed that the CCCMC and the Department of Primary Industry, Fisheries and Mines would pursue an official partnership and officially sign co-operation agreements in November 2007.
The cooperation with CCCMC will provide great benefit to NT exploration and mining projects. These benefits include:
A platform to show-case NT projects through the running of joint seminars with CCCMC in Darwin and China
An ability to communicate to Chinese exploration and mining enterprises through vehicles which include CCCMC’s website
Assistance in identifying and opening the door to key Chinese contacts
Chinese Investment in the NT
A joint venture was signed between Compass Resources and Hunan Non-Ferrous Corporation covering the Brown's polymetallic project and regional exploration programs. This investment provides Compass Resources with project financing and a guaranteed market.
The entire production of Manganese from OM Manganese Limited's Bootu Creek mine is exported to China. First exports commenced in mid 2006. Current production of Manganese is about 600,000 tpa and this is scheduled to increase to about 1 Mtpa.
The entire production of Iron Ore from Territory Resource's Frances Creek mine is also set for export to China through the Chinese company, Noble Group. Mining commenced in June and Ore is being railed to stockpiles at the Darwin Port. First export shipment to China is scheduled for Sept 2007. The mine will produce and export about 1.5 Mtpa.

Opening doors and identifying potential Chinese Investors – we can broker contacts and arrange meetings through our extensive links and strategic partnerships in China.
Increasing your project profile - during the year there are a number of visiting Chinese delegations to Darwin and scheduled visits to China by the Department. By taking part in these activities we can increase your project’s profile.
Promoting your projects – through our Chinese website we can host your project information. This website is also linked to CCCMC website potentially communicating your project to over 4000 Chinese enterprises.
Providing credibility & reputation - Chinese investors feel more confident when Government is involved. We have built relationships with potential investors, Chinese industry groups and government agencies as a bridge for industry to develop business links.
Advising on Chinese protocol and business liaison – We can assist with introductions, advise on protocol and where possible assist your communication with Chinese organisations.
