This "previously requested but not addressed in the supplement" gets me!
I assumed, maybe wrongly, that working closely with the NT government meant something along the lines of discussing and agreeing on a solution, before doing the work and writing up a draft copy. Getting that copy ok'd by the relevant NT department, which may result in some further tweaking, and further okaying, and then submitting the final supplement!
Maybe what the NT wants is cost prohibitive?
