Use the royalties off clean fossil fuels to enable building a renewable infrastructure including dams and water captures for agriculture. A renewable economy built around supporting a 25 square km govt owned solar farm would be pretty awesome; creating jobs and providing free energy to a 1,000,000 people population. All the power you need for transport and power for all industrial and residential needs - plus you'd be able to run a huge theme park with the best rides in the world. The Chinese would love it! And, The poor Chinese would have never seen a star in their life let alone those of the most brilliant night sky's on the planet such as in the red centre.
