    My understanding is that you would be correct. Substantive works would then be able to begin. I imagine that NTL would seek an interim plan in order to begin mine upgrade works (i.e. taking equipment up to the site) while the upgrades to the roads/tracks (please see my thread NTL - Photos of Talisman) occur so that everything is good to go for transporting ore when the time comes.
