Underwriters agree to take all shares not taken up by the offer. The offer did not include any guarantee that additional parcels would be provided to the investing public. The underwriter is entitled to take all of the shortfall and that is what they have done.
There are plenty of NTU available on the open market already but if you want some guaranteed action, I suggest you go for either NTUOA or NTUOB. There is plenty of life in the two series of options the company has in the market.
