Try understanding the economics of HRE within the constraint of demand volume, trying to avoid the ridiculous projections from the likes of Adamas, just keeps blowing it up.
But the very simple fact is someone producing Tb/Dy as a by-product of a profitable primary product is going to be light years in front of someone trying to produce Tb/Dy as their primary product.
