Those reactor times on average you refer too are 1gig reactors or larger. The new small modular reactors are around 300 megawatts on average reading about them which is not even one third the size, hopefully a lot faster to knock together. How ever the truth of the matter is you have to get started not talk about it at meetings for 50yrs.
