    My thinking on this goes something like this.
    GLE at Wilmington would have been producing enriched Uranium in small quantities for some time I believe? in their test loop, GLE say they can enrich to HALEU level, they surely would have tested that before saying so?

    GEH wanted to concentrate on the SMR's but they would have needed a small amount of HALEU to test their new GNF2 fuel, I am thinking that GEH struck the GLE deal with Silex and Cameco and allowed them to stay at Wilmington if GLE supplied them with some HALEU to test their new fuel, I know Centrus will be supplying HALEU going forward to GEH and perhaps GEH will use that in their US SMR's? but in the early stages they would have needed test material HALEU in order to build these new fuels for testing, at that earlier point the American Centrifuge technology was not built and working at that point I believe?

    But Canada will also need HALEU, so where will they get that from?
    Sending mined Uranium to the US to have it enriched to HALEU and then sent back to Canada would be like sending Coal to Newcastle in a way, I reckon the Canadians will have their own enrichment of HALEU in Canada somehow? because it makes much more sense.

    And they may also get to supply most of the HALEU required for the rest of the world maybe to boot?
