To have a level playing field you either need to have the same subsidies on all forms of generation (with a carbon tax/emissions trading) or remove all subsidies (my preference) and also remove the Renewable Energy Targets (RET) that currently prioritize wind and power alone (either make all generators have a 24/7/365 responsibility or none for all generation and mandate that the regulator should take the cheapest at any time irrespective of an RET. The carbon tax (or trading) should sort out the emissions issues and leave it to private sector to sort out the technology. If network modifications, frequency stabilization and/or storage is required then that Capex to be charged to the generator as a levy (or directly carried by the generator)
