Public servants only attempt to do a good job to the extent that it is in their own interest.
Obviously there's is a huge overlap with these two variables, so much of the time what is good for the goose is good for the gander.
But I've yet to see a situation where a public servant was willing to put his neck on the line because he felt that was the best course of action.
Self interest first and foremost.
