They have been through this one before (in 2012) with the licensing of the Wilmington facility. There were public hearings and the same argument was used. The NRC concluded (quite correctly) that it wasn't their job to decide on the issue of proliferation. MG (and others) have always claimed (with a lot of justification) that LIS is VERY complex and difficult to replicate and that in this context centrifuge is a much easier technology to replicate for weapons, I guess proof is the time (since early 1990's) and at least US$500m to perfect the technology., Many (France, Russia, Argentina. Iran, USA) have tried but failed.
