I guess this would help but no doubt needs to be modified for Cameco to take a majority shareholding in GLE - unfortunately this process is very slow (from memory the silex treaty was due to SLX co-operation with USEC which started in 1997 and was not concluded until 2004). Hopefully with a Canada/US 123 agreement in place an amendment will be faster. I guess whatever happens Cameco could take a minority shareholding in SLX to provide funds in the medium term. IMO Cameco will wait until the URL6 test loop demonstration a working prototype in ~2025
