Has anyone had the time to make sense of the draft rfp? From quick scan it seems suitable for Gle, who hasn't got a proven enrichment plant running yet. They may be able to apply for assistance to get a plant licenced without guaranteeing actual product upfront. They talk about contract line item numbers 1, and then clin's 2-8 as two seperate avenues. If you apply for clin1 the deliverables seem to be only apply for haleu enrichment licences and tell us in detail how the plant works. Monetary award amounts are not detailed. After this is satisfied the Doe may award a contract under clin2-8, which seem to be around delivering production. I'm no contract lawyer though, not remotely close. Anyone got a picture of this thing yet?
