I would add another point which is that the HALEU should NOT impinge on existinwill have to show how their HALEU g supplies of nuclear fuel. About 90% of the SWU for HALEU is required to produce the 4.95% LEU used as feedstock by Centrus - Centrus abd Urenco will have to show how thay are going to provide the extra SWU and feed (including conversion) required to not frustrate the existing LEU supply chain. In the case of GLE they will be using the DoE tails and therefore NOT impinging the existing supply chain for mining or conversion and these tails are US origin, GLE will need to get acceptance from the DoE that the tails are NOT recycles or reprocessed uranium which is not allowed as the HALEU feedstock
